The Research Of Countermeasures On Local Governments’ Anticorruption Culture Construction

In the process of building socialism with Chinese characteristics, the integrity cultural construction is an important content of socialist advanced culture construction.Our party has always attached great importance to the party to build a clean government and combat corruption. Especially after the establishment of the socialist market economy system, the CPC central committee has adopted a series of major measures to promote the anti-corruption work from various aspects. Although it has obtained certain achievements, it does not fundamentally curb corruption. From the cultural perspective, the most important reasons are the prevailing of corruption and a lack of the integrity culture. Therefore, only the local government to develop clean and honest culture can more effectively, build the integrity social atmosphere and purify the social environment. So as to promote the party to build a clean government and combat corruption. The anti-corruption cultural construction theory, however, are mostly remain in the connotation of culture itself. There are few aiming at the actual situation of local governments at the grass-roots level, with the combination of theory and practice of research on integrity cultural construction feasible measures.This paper uses literature, systematic comparative, empirical analysis and so on.Integrity cultural connotation as the basis points, summarized the main content of it :strengthen the integrity theory, build the integrity moral, perfect the laws and regulations and improve the system of integrity. The current local government has obtained certain achievements on anti-corruption cultural construction. But the construction of local government is still in trouble. The main reason is our country’s basic national conditions, at present is still in the primary stage of socialism. It caused the pluralistic value orientation, imperfect socialist market economic system and the integrity cultural construction mechanism. At the same time, this article selects three distinctive integrity cultural construction: the United States, Germany and Singapore.Local governments in these countries are introduced separately the integrity cultural construction, sums up the advanced experience, and summarized the main points worthy of reference for local government in China.Based on the above research, this paper puts forward the advancing the specific measures of the implementation of integrity cultural construction to local government.That is improve the masses of it, create a cultural atmosphere and improve the long-term mechanism of anti-corruption cultural construction. Through the integritycultural construction of local governments, effectively eliminate the possibility of corruption, make the society more harmonious, people more happiness.
