The relationship of the central and the local government is a hot issue in politics development in each country. How to design and deal with it is very important to a country's stability and development. If it is handled in an inappropriate way, it could be bring deadly negative affects to a country's destiny. One of important reasons of Soviet's disintegration is that Soviet failed to deal with the relationship between central and local government. Russia, the successor of the Soviet, succeeding the federal system and complicated national situations of Soviet, is facing much more complicated conditions than Soviet in handling the relation between central and local government.So far, many scholars have done a lot of research on Russia relationship between central and local government. But many of them focus on the national factors in the relationship, the reforms measures Russia had adopted, or the problems and prospects in Russia federal system reforms, and few of them pay attention to the political culture in the transformation of this relationship. This article's fresh idea lies in describing the process of the transformation of Russia relationship between central and local government, and then inquiring the political culture which affects the transformation of this relationship, final foreseeing Russian relationship between central and local government from the perspective of Russian political culture.Russia is the biggest neighbor of China, and gets along with us. Both of Russia and China have similar problems and experience on the relationship between central and local government. Research on the relationship of Russia can bring us a lot of insights.
