With the rapid development of the Socialist market economy of China, during the transitional period of the society, there appears such regional public issues as the increasing gap between different regions, the damage to the cross-region ecological environment and the forming of the marginal economy in the administrative area. All of these issues come from the lost balance of the relationships between local governments which also causes that the regional public policies are not carried out well. In the process of the implementing the regional public policy, because of the rigid restriction of the administrative division, the local governments always starts out from the maximum interest of their own. And because the relevant systems are not developed well, the further development of the region is interrupted. How to establish a cooperative and mutual-interested relationship between local governments on the basis of cooperation and challenges is of certain theoretical and practical significance to work out the aims of implementing effectively the regional public policy and to solve the regional public issues.This thesis consists of four parts. In the first part, the author gives a brief introduction to the development history and the purposes of the regional public policy, and further illustrates the strategies of the regional public policy development since the reform and opening policy and the present situation which describes that the regional public policy is not carried out effectively and efficiently enough.In the second part, based on the explanation of the contemporary relationship of local governments in our country, the author mainly analyses the reasons why the regional public policy is not implemented well in terms of the systematic environment, governing mechanism and implementing culture.In the third part, the author gives a brief summary of the inspirations and experiences we get in the process of implementing the regional public policy home and abroad.In the last part, according to the reasons why the regional public policy is not implemented well, the author proposes some idea and measures which can help construct a more standard intergovernmental relationships in order to carry out the regional public policy effectively and efficiently.
