Research On Media Social Responsibility In Public Crisis

Under the pressures of 'global risky society' and restructuring of the society,unpleasant events break out more frequently after entering the 21st century.Increasing contradictions in the society adds to the happening of various public dangerous events thus media's complementing its role in social crisis management leads to the effectiveness the crisis been handled.In all,throughout the public crisis,media has to make judgement of crisis and report it in a scientific way,leading the public to correct public opinions,minimizing social panic and social loss.It has been a long period that Chinese media only report good news.But after the crisis of SARS,media had played a progressive role in complementing its social responsibilities,such as enlarging the rights of acknowledgement,publishing and interpretation of official information and comforting public emotion,etc.But due to the restrictions of various subjective and objective reasons,problems still exist.For example,before the happening of the crisis,media doesn't fulfil the function of alert;during its breakout and sustaining period,media lacks the responsibility of communicating information,correction and supervision of public talks;during the period of recovering,media lacks the role of rethinking.The reasons to these problems are mainly over intervention of the government,absence of integrated law system,media's property of rational economist,deficiencies of management system and lack of moral standard.Based on these existing problems and causes,this article has brought forward suggestions and strategies to improve social media's function in completing its social responsibilities:government has to build up healthy law system,examining media regulation to build atmosphere for report of the crisis;media has to comply with the law of transmitting news,deepening system reform,strengthening conscious of self-discipline,correcting its mistake.When reporting the crisis,only by building up the positive interaction between government and media,can the government improve its crisis management role,build up public conscious of danger,leading to the final outcome of improving media's social role in handling the public crisis events.This article starts from the subject of public management,integrate theoretical knowledge of various subjects like lifelong period of crisis,media's social responsibility theorem and public transmitting theorem,apply methods of articles,case-study to examine the social responsibilities of our country in handling public crisis in a systematical way.The examination angle and contents are very new.
