Patrol supervise system is a system innovation,which can improve the inner-party supervision system and has its own characteristics and laws. We discuss the validity of the patrol supervise system, supervision system must be based on grasping the patrol system implementation mechanism and inherent law. Therefore,this article will be on patrol supervise system implementation based on the analysis of the mechanism and effect of using the system effectiveness model, patrol the effectiveness of the supervision system to analyze the problem. According to this line of thought, this paper will discuss it from the following several aspects: first,this article starts with the historical evolution of the system of inspection Tours,summed up the exploration and operation process, and summarizes the basic framework and main contents of the system of inspection Tours to the theoretical overview of the patrol system overall. Second, the system itself also has its own characteristics and laws, to determine whether a system effectively, to see whether they have effective system of the basic elements and conditions. In this paper, the second part,though the concept of system effectiveness and system effectiveness model analysis and induction, from the system development, system entities, system implementation, system evaluation and system between complementary perspective,patrol system effectiveness model is established, and the combination of qualitative and quantitative research methods, the overall effectiveness of the system of inspection Tours and tour the deficiency existing in summarized and analyzed.Finally some Suggestions against the patrol work, hoping to establish a long-term stable help patrol supervise system.
