The inspection system is an innovative system which to strengthen the inner-party supervision, make the Party discipline strict seriously has established by the Communist Party of China. And an important measure to intensify Party’s style honesty building and the struggle against anti-corruption in the new situation. While catch the sight of innumerable great achievements of inspection work, we must pay attention to that there are some problem within the inspection system itself, the executives and participants of the system, and institutional environment, which to affect the effectiveness of the inspection system. Strengthening theoretical research on the effectiveness of inspection system, judging and analyzing whether it is effective, affecting and constraining by which factors, and putting forward the improvement measures to upgrade it, has a great significance to achieve the value target of precision-guided, learning from past mistakes and avoid future ones, which not only alleviate the symptoms, but effect a permanent cure as well, and avoiding "institutional diminishing effects."This thesis chooses the theory of the institutional effectiveness come up with the new institutionalism in political science, defining the concept of institutional effectiveness, i.e. "the system is a state to achieve the expected effects which recognized and followed by institutional stakeholders in the special environment", on the base of analyzing the changes, structure, function and effectiveness of the inspection system, to analyzing it from the necessity and actuality point of view. According to the theory of the institutional effectiveness, analyzing the rationality and effectiveness of established the inspection system by the fit between system itself, institutional stakeholders, institutional environment, merits of system efficiency and system effectiveness, to draw a conclusion which the inspection system is an effective system in the mass. Then discussing the expressive forms of the short of effectiveness, and which causes due to not give full play. Finally, putting forward pathway options to improving effectiveness of inspection system by 3 aspects of improve the inspection system; build a loyal, clean, and responsibility inspection cadre group; and creating a favorable institutional environment.
