Research On The Effectiveness Of China's Patrol Supervision System

Administrative supervision is an important part of modern administrative activities,which directly reflects the administrative operation of a country.As a special administrative supervision,the supervision and inspection system has a long history in China and is a unique part of Chineseancient bureaucracy culture.The rulers of different dynasties make use of it to supervise the local administration of civil officials as well as strengthening power centralization.Following the reform and development of administrative supervision system,the system of inspection and supervision has led to new trend and characteristics,which has become an important measure of improving the inner-party supervision in the new age.In the real world,the Chinese Communist Party government departments conduct supervision,inspection,reporting of the leading bodies and members of the lower level party organizations administrative organs and their staff by establishing special inspection agencies,in accordance with the relevant provisions.Before the inspection,the inspection team will collect a huge amount of information and public opinion from the Internet and will present identified issues to the upper level authority in a timely manner.It does not conceal the essence of the problem,and keeps track of rectification and inspection results.It has played an important role in terms of curbing corruption,restricting and supervising administrative power as well as smoothing information communication channels.It can also prevent the corruption from spreading within leading groups and cadres.It can restrict and supervise the behavior of the middle and senior cadres,especially the "top leaders" as well as regulating governmentbehaviors and promoting the administration of the government and its civil servants according to law;It can ensure that the central government decrees,while the masses can participate in the process of inspection and supervision in a timely manner,making the interaction between government and citizens more convenient and alleviates the relationship between cadres and the masses.Thus,the supervision and inspection system is closely related to the construction of the honesty and diligence of leading cadres and leadership.It is also related to the management and operation of administrative power,the formulation and implementation of the party's ideology,principles and policies and is associated with the economic development and social harmony.The paper is based on the theory of administrative supervision.It uses literature research,history and case analysis.By having the effectiveness of the inspection system as the research object,the paper summarizes the factors that affect the effectiveness of the system its development history and the basic elements of the review and interpretation,according to the concept of institutional effectiveness and the different understanding of the academic circles.Six specific indicators are formulated to evaluate the effectiveness of the system.Through the analysis and research,this paper argues that the inspection and supervision system in our country is very effective.From the design perspective of the system,the inspection and supervision system is close to the management of resources,its method is more active and flexible.From the implementation perspective,the anti-corruption effect is remarkable by acting as a good deterrent to officials,thus ensuring all levels of Party organizations and Party members and cadres implement the central resolutions.From the results perspective,continuing strengthening the supervision of the rectification results,and constantly improving the inspection feedback,continuing shortening the implementation time of rectification.At the same time,inspection and supervision system for the institutional stakeholders has a strong binding force.It has a good fit with the civil society,and other related systems within the party in terms of the convergence.But it is undeniable that,the effectiveness of the inspection and supervision system has not been fully exploited.As a result,the system relation of the patrol supervision system is not smooth,the theoretical construction is not perfect,the patrol team is not optimized,the process is not transparent,the method is not innovative,the segregation of the main responsibility is not clear enough,there are some limitations in ideological understanding,lack of supervision at the social level,the related supporting system is not perfect.In order to solve the issue of ineffectiveness,it can be realized through the following path selections: First of all,further improving the implementation of the supervision and inspection system.On the basis of improving the leadership system and working mechanism,establishing and improving the implementation of security mechanisms,relying on a high level of inspection teams to carry out inspections and supervision activities;Secondly,further improving the converted results of the inspection and supervision system.It can be done by establishing and improving the responsibilhing and improving the use of the work and sharing mechanism,and constantly adopting innovative ways to impity system and evaluation mechanism of rectification results of inspection and supervision,establisrove the results of the application and transformation efficiency;Thirdly,further improving the supervision and inspection system environment.Form a complete and complete system of laws and regulations within the party,improving the mass' s enthusiasm of participation as well as the awareness of cooperating with officials,promote the coordination among inspection agencies,forming a strong social supervision.
