Institution is a kind of social service organization form unique to China, is the main carrier of provide public products and public services, has a great influence on the development of China’s economic and social. Traditional institution system has not adapt to the demands of the development of social and economic institution reform is imminent, as on the classified guidance "to push forward the reform of institution, the institution personnel management regulations, organs of the state council on the decision of the institution staff pension system reform", issued by the state council general office on occupational pension agencies and institutions to notice such policies introduced gradually, marked the our country institution reform is promoting, and into the intensive phase. As laid-off of institution reform, the worker for the touch of the reform directly, especially in the reform involves the medical security and performance-related pay has a direct link on their vital interests, the reform also has the most direct influence on them. And staff’s attitude is their feedback on institution reform practice, therefore, institution reform, the worker’s state of mind can to a certain extent reflects the results and problems of the institution reform.Direction of this article is based on institution reform, reform process, reform of the existing problems of knowledge, combining the theory of new public management theory, public utilities management, and the theory of human resources management theory knowledge, through the research staff focus on institution reform situation, preparation, institution change in attitude, attitude about the present situation of institution reform, investigate the communication problems, from different types of institutions, different type of work, different positions, different ages and different working years of survey data analysis, found that the external environment as well as the unit of surrounding environment, policy formulation and implementation, post setting and guide and worker itself the different mentality change will lead to employees. Combined with the cause of the above analysis, this article from the perspective of the worker, by strengthening propaganda, optimize the social environment, policy formulation and implementation of the optimization, strengthen the ideological and political work organization, strengthen staff education guide and worker self adjusting and control methods such as to optimize the institution reform.
