China's social welfare system is undergoing a period of transition to a moderate universal welfare system,which is from low-level,low-coverage to higher level,broader coverage.This paper focuses on the welfare attitudes of the elderly,the disabled,the children and the migrant workers,based on the backgrounds of the economic development,deepening process of urbanization and the social class.The research contents include the description of the present situation,the analysis of the influencing factors and the four type groups' difference and consistency of the welfare attitudes.How to raise people's satisfaction with social welfare,especially the social welfare needs of special groups,whether it is satisfied or included in the social welfare system is what we should be concerned about.This paper reviews the social welfare system,the special group welfare research and the domestic and foreign welfare attitude research.On the basis of literature review,this paper puts forward the ideas of this paper from two aspects:ideal-realistic dimension and specific welfare dimension(including basic living security welfare,employment welfare,child care welfare,pension welfare and education welfare)to compare the attitudes of special groups.This paper uses quantitative research methods,the data source is the moderate universal social welfare survey database in 2012,a total of 4346 samples.First,we use the method of mean comparison to analyze the status of welfare of four special groups and the situation of welfare provision.Then we use the method of binary logistic regression analysis to analyze the how individual factors,family factors,subjective factors and welfare factors effect to the four groups welfare attitudes.And finally based on the above analysis of the differences between groups of welfare attitudes and consistency.Through the study of this paper,the following conclusions are drawn:first,fourth groups of special groups as a whole holds a positive welfare attitude and the child's welfare attitude is the most negative of the four special groups.Second,four special groups of ideal welfare all hold the more positive ideal welfare attitude,which reflects the strong welfare needs and weak satisfaction.Thirdly,the welfare provision appears the individual-family center characteristic.Fourth,from the impact factors,there are individual differences and institutional differences in the four special groups welfare attitudes.Finally,the social stratum factor,the health factor and the happiness factor all have negative influence on the attitudes of the four special groups,which reflects the characteristics of conservatism.Based on this,this paper puts forward two suggestions:one is to promote the combined universal social welfare system,which is government-based,multi-welfare responsibility;to improve social welfare coverage and the quality of service.Second,the government in the formulation of social welfare policy should take the differences between groups into account.
