The main problems such as the current NPC budget supervision legal system is not perfect; the limitations of the NPC Budget Supervision organization construction; problems of budget supervision procedure participation of the National People’s congress. In this paper, from the legal point of view, try our actual concrete combined, aiming at these problems put forward the corresponding suggestions such as: improving the relevant laws and regulations; to strengthen the organization construction of people’s Congress; to strengthen the National People’s Congress on the budget program participation and supervision.
