Study On The Improvement Research Of Counterpart Support Policy Of Natural Disasters Based On Evaluation Of Indirect Economic Loss

China is one of the countrys most affected by natural disasters in the world. In the face of the adverse impact of natural disasters, the people’s has made brilliant achievements, and won the unanimous praise of the international community through experiences accumulated in practice and give full play to their talents, both in terms of macro system and policy design, or in the implementation of micro disaster reduction and relief measures.Throughout many effective disaster relief policies in our country, the natural disasters of counterpart support policy has played a positive and effective role in the work of post-disaster restoration and reconstruction.To point out that although the counterpart support policy has played an important role in the process of post-disaster reconstruction, however,how much should be provided by supporters and which standards should be adopted for counterpart support? The number of related studies about this question is few. For a long time, it has been vague of the counterpart support policy.This paper argues that the indirect economic loss value could for reference in the design of counterpart support policies and standards, particularly in the determination of counterpart support aid. Firstly, it calculate the indirect economic losses from the natural disasters, and comprehensive consideration factors such as the recovery of damaged area economic system ability. According to the principle of the counterpart support is consistent with the indirect economic loss, determine the aid of natural disasters counterpart support. On the basis of above, the more reasonable, long-term counterpart support policycould to be designed. Finally, this paper takes Wenchuan earthquake in May 12,2008 and Lushan earthquake in April 20,2013 carried on the empirical research.This article mainly includes the following content.(1) The theoretical basis in this paper. According to system theory, reciprocal altruism theory and equity theory, this paper give reasons about the redesign of counterpart support policy from the perspective of indirect economic loss.(2) The evaluation of indirect economic loss. Indirect economic loss value in Wenchuan earthquake obtained by using the DUO. A resilience evaluation index system of provincial economic system is constructed. Using entropy TOPSIS comprehensive evaluate the resilience of the provincial economic system. Get the actual indirect economic loss by using resilience of the provincial economic system correction indirect economic loss calculated by IRIO. We evaluated the counterpart support behavior of each support province or city during the Wechuan earthquake by using an index based on the ratio of actual indirect economic loss to the amount of support given.(3) The improvement ideas for policy. On the basis of indirect economic loss evaluation, combining with the principle of the counterpart support is consistent with the indirect economic loss, according to the early stage of the counterpart support "emergency assistance-blood transfusion" to the late stage "regional cooperation-hematopoietic". the Lushan earthquake in April 20,2013 was taken as an example demonstrates the improved counterpart support policy.This article design the natural disasters counterpart support policies from the perspective of indirect economic loss, which provide a new angle of view to natural disasters counterpart support policies design. The method of actual indirect economic loss value calculation, the counterpart support policies evaluation indicators, as well as new counterpart support policy framework can provide reference for related study.The innovation of this paper has the following content.(1) A resilience evaluation index system of provincial economic system is constructed, and use it comprehensive evaluation the resilience of each provincial economic system. Then, taking advantage of the resilience of provincial economic system to correction indirect economic loss value. Finally, the actual indirect economic loss is obtain.(2) Trying to improve the counterpart support policy from the perspective of indirect economic loss evaluation, and giving a improved policy framework of counterpart support. In terms of mating pair arrangement, according to the principle of "one to one", the economic capacity of the support and disaster degree of the recipient, combined with the counterpart support pattern formed in placement stage. At the same time, also according to "the support amount is proportional to the size of actual indirect economic loss", as well as the demand of funds for the disaster area reconstruction. The main content of counterpart support is as follows, in early stage,it is emergency counterpart support-blood transfusion. In late stage, it is win-win cooperation-hematopoietic.
