In recent years, because of the aggravations of the destruction which human has done to the ecological environment and the natural environment factors, the frequency of global climate changes have increased. The most typical example is the ice and snow disaster which happened in the southern part of China in 2008. The ice and snow disaster causes extensive damage not only to the forestry, electric power science and transportation, which leads to direct pecuniary loss, but also to their industries in community economy system. What’s more, the ice and snow disaster can bring serious influences to our production and life.China is a country that the northern part is dry while the southern one is the flood prone, but it is very infrequent that the ice and snow disaster happens in the southern part of China consistently. It is the Hunan province that destroyed most seriously in the southern part of China in 2008, and suffered the greatest economic loss. How to estimate the economic loss scientifically which the ice and snow disaster in southern region caused to Hunan province is a project deserving further discussion. Economic loss includes two aspects. One is direct loss and the other one is indirect loss. Direct economic loss can be acquired according to the statistics, but at present, there is no unified standard in academic circle about how to calculate indirect economic loss.Snow disaster in this article, through analysis of disaster chain(network) conduction mechanism, research of ice and snow disasters harm to economic system, the comparative analysis of CGE model, SAMs model, system dynamics model, the production function model and input-output model, the advantages and disadvantages of assessment model, the final selection of input-output model as the main analysis model, the input-output table of 2007 in hunan province as the data source, the indirect economic loss of ice and snow disasters in hunan province empirical research, it is concluded that the social and economic system of indirect economic loss value, and put forward the prevent disaster relief emergency countermeasures of network chain transmission and post-earthquake recovery and reconstruction measures.
