Study On The Management Of Public Crisis Caused By Sudden Natural Disasters In China

Historically,the development and progress of human society are always accompanied by various disasters.China,as a country that possesses a vast territory,is facing a vast majority of natural disasters including earthquakes,floods,tsunamis,hail,typhoons and other public crises across the whole country.Nowadays,especially with the rapid development and transformation of China's economy,the contradiction between man and nature has become increasingly prominent,and the public crises caused by natural disasters such as air pollution have frequently happened in many areas in China.All these public crises not only greatly affect people's daily life,but also bring enormous losses and destruction to the national economic development and society.How to realize the effective governance of public crisis caused by natural disasters has been one of the key issues for government departments and academia as well.It is an important responsibility of the government to deal with the public crisis caused by natural disasters.How to respond quickly to natural disasters and minimize the damage within a certain period of time is a severe requirement of the government's ability to deal with public crisis.The theoretical research of public crisis management in China is relatively backward,and the practical experience of crisis management is limited.Therefore,it is necessary and urgent to carry out the research of public crisis management.The central theme of this research is the public crisis of natural disasters in China.Based on the relevant theories of public crisis management,this research adopts the methods including comparative analysis,literature analysis and case study to carry out the research on the basis of fully drawing on the research results of previous scholars.First,on the basis of defining the concepts of natural disasters and public crises,the characteristics and classification of natural disasters are further divided.Based on the research background and significance of this paper,key research issues,main contents and research routes and methods are also proposed.Second,it reviews the relevant literature of government function theory and public governance theory.It also summarizes the relevant literature both at home andabroad,and puts forward the gap in existing research.Third,based on the mature system of disaster prevention and control practices in China,we continue to summarize and analyze the current situation of the government's public crisis management in natural disaster in China,probe into the problems existing in the government's response to natural disaster events,and point out the shortcomings and causes of the sudden natural disaster crisis management in China.Fourth,we carry out the case study of the government's practice in public crisis management during the 2017 Jiuzhaigou earthquake in Sichuan Province and elaborate the successful application of “one plan and three mechanisms” in the disaster and crisis management.Fifth,The present situation of public crisis management of sudden natural disasters in the United States is studied in depth,for using its advanced experience in disaster prevention and reduction to guide ours.Finally,based on the identification of the-state-of-art management of the public crisis,theoretical review and practical experience as well,this paper puts forward operational suggestions and policy recommendations including public crisis management plan,system,mechanism and legal construction for the government in response to the public crisis caused by natural disasters.
