Not only does China have vast territory, abundant resources, but also it is one of the disasters in the world countries. Only in terms of geological disasters, more than hundreds of large and small disasters have occurred from 2008 to 2014, the larger among them: the Wenchuan earthquake, the Lushan and Ludian earthquake, etc. These natural disasters brought people of the immeasurable loss of manpower, financial and material resources.When the disasters is coming, the government shoulders the direct responsibility of disaster relief and plays a leading role, but at the same time the limitations of organization and scheduling, the limited resources, and order delay exists in the government system, so it is difficult to only rely on government to achieve efficient, rapid, coordinated and flexible campaign of the disaster relief.At this point, the collection of folk charity as a private aid force, plays an important role in the process of disaster relief, and effectively overcome the problem of government failure. Their initiative, enthusiasm and flexibility injects new vigor and vitality for disaster relief.Benevolent thought of our country has a long history, but development of philanthropy relatively started lately and there are still many deficiencies in charity relief aspects.In recent years the domestic disaster relief, the folk charity organizations play an important role, and also have made great progress to improve theirselves in the disaster relief, but there are still many deficiencies. Therefore, how to help the folk charity organization make up the shortfall and encourage them to play a greater role in disaster relief, is the main content of this article research.This article bases on the folk charity organization participating in natural disaster relief, through research method of literature research, case analysis and comparative analysis, which researchs on existing problems with the folk charity organization participating in natural disaster rescue in our country and puts forward relevant policy suggestions.First, this article generalizes and analyses overseas and domestic research Status about the present situation of the folk charity organization participating in natural disaster rescue.Second, this paper expounds in detail on the classification of natural disasters and the characteristics, as well as analyzes the current situation, characteristics and classification of folk charity, that lays a theoretical foundation for the later content.Third, as the focus of this article,we introduces three main stages and main task of the folk charity organization. while using the methods of case analysis and comparative analysis,this paper compares the domestic private charity organization involving in disaster relief of Wenchuan earthquake, the Lushan and Ludian earthquake, to analyzes our country folk charity organization’s progress but still insufficient.Fourth, in reference to the Japanese folk charity organization participating in natural disaster rescue experience, this paper according to the situation of our country puts forward to consummate our country folk charitable organizations to participate in disaster relief about the relevant policy recommendations from the aspects such as law, government, charitable organization itself...
