The Research On Deliberative Democracy Institutionalized Development Since The 16th National Congress Of The Communist Party Of China

In the late 20 th century, the most countries in the world pursued by representative democracy has not fully realized human’s pursuit of freedom and democracy with the development of social economy and the interests of diversification, so the deliberative democracy arises at the historic moment. Deliberative democracy emphasizes that all citizens and organizations affected by the public policy are the main part of the democracy, they have the right to participate in the management of country and society, the democracy tries to achieve the true and wild democracy. Deliberative democracy is a supplement of representative democracy, so, it tries to encourage citizens to participate in public life directly. Deliberative democracy theory was introduced to China in the 1980 s, it is paid great attention in academic circles. Because our country is in the period of social transformation, the diverse culture and economic structure have led to the interests of diversity and social contradictions, therefore, the existence of the deliberative democracy provides a solution to the problem. Deliberative democracy in our country has got preliminary development, however, because of the lack of corresponding system specification, the development of deliberative democracy is more harder. Moreover, since the 16 th national congress of the Communist Party of China, Our country attaches great attention to the institutionalized development of deliberative democracy, therefore, we should research on it. Institutionalization means that a series of social value is accepted by society, and it is internalized as daily code of conduct. Deliberative democracy institutionalized means the institutionalization of practice experience and value concept of the deliberative democracy. Thus, deliberative democracy will be on the channels of institutionalization, programmed and standardization, and it help citizens realization of true democracy and the improvement of the national governance.This article mainly divides into four parts, the first part is about the theoretical foundation of the deliberative democracy. In this chapter mainly understand the concept, connotation and characteristics of deliberative democracy. It is necessary to draw lessons from the western scholars about the concepts, because the deliberative democracy theory originated in the western academic. The understanding of concepts helps to grasp the components of deliberative democracy: negotiation, consensus, and legitimacy. The second part is the deliberative democracy institutionalized development course, including political consultation of the Chinese People’s Political Consultative Conference, legislation consultation of the National People’s Congress, consultation between the government and society, and the inner-party democratic consultation of the Communist Party of China. It makes a preliminary development. The third part is the achievement and existing problem about the problem, this chapter is to refine the content in the previous chapter, and summarize the achievement of having achieved and problems. The fourth part is the trend of the development of the deliberative democracy institutionalized in our country. we can know the basic principle and system about the deliberative democracy institutionalized development,And clear the trend of deliberative democracy institutionalized development in our country, finally we may be hope to the growth of civil society, the reasonable and qualified citizens of modern state and perfect social organizations can surely promote the development of deliberative democracy.
