Research On The Government’s Laterally Cooperative Governance In The Construction Of Economic Zone In Jiu&Jia

The acceleration of regional economic integration makes the co-governance and cooperation necessary. “Co-development” has become the consensus of local governments and the theme of the times. Gansu Province has clearly put forward the new regional development strategy of “center leading, wings flying, group developing, and whole promoting”. As one important “wing” of the “wings”, Jiu & Jia economic zone is faced with arduous tasks including competition, development, and promotion for the surrounding areas’ development during the process of promoting Gansu economy’s rapid development, integrating regional resources, complementing advanced characteristic industries to realize Gansu’s development of social economy in depth. In the process, co-governance between governments plays a key role for the whole development of Jiu & Jia’s economy zones. However, at this stage, the co-governance between governments in Jiu & Jia economy zone is still in its infancy. The co-governance between two governments is far less than sound. There are still many problems to be solved.The current dissertation tries to use relative knowledge of administration and applies the research methods such as the combination of theory and practice, literature research and case study. Using the existing relevant theories as support, the study deeply analyzes the economy zone development in Jiu & Jia and the status quo of co- governance between the two governments, and discusses the problems lying in the co-governance between two governments of Jiu and Jia, as well as the corresponding systems and measures which includes: to build Jiu & Jia co-governance mechanism, to set up decision-making department, consulting agency, and enforcement agency; to try to strengthen co-governance in the fields of infrastructure, public service construction, characteristic industries, ecological environmental protection; to discuss the innovation in government assessment mechanism to promote further development of Jiu & Jia economy zone.
