Research On Local Government Purchasing Services From Disabled Social Organizations

Premier Li Keqiang once said,‘The program of the disabled is related to the fairness and justice of the society and it is also the part of socialism.' At present,China has entered a crucial period of the increasing scale of disabled people,structural changes and increased risks.Factors such as rapid aging of the population,accidental injury,chronic diseases,to a certain extent,make the prevention and protection of disability more complicated.According to estimates,at least 2 million people with disabilities will be added each year by 2030.What comes after this is not only the pressure on individuals,families,and society,but also the economic burden and mental burden.Rehabilitation and protection are indispensable concern for the disabled.The demand for the quantity and quality of public services for disabled people makes it imperative for the provision of public services for the disabled in China.In 2013,the General Office of the State Council clarified the importance and guiding ideology of the government in buying services from social forces.In 2014,six departments of the government issued the “Opinions on Doing a Good Job on the Pilot Project for the Purchase of Disabled Personnel Services” to encourage disabled service organizations and social organizations at all levels which are under the jurisdiction of the Disabled Persons' Federation to participate in public service for the disabled and gradually promote the transformation of government functions.The Xuanwu District,Jianye District and Pukou District Government of Nanjing City attempted to purchase services for the handicapped from the disabled social organizations and made gratifying achievements in the program of practice.However,many problems have been highlighted during the program of practice: the lack of implementation standards and management practices;the single purchase model;small in the number of service undertakers and their scale and weak in ability;disabled social organizations provide services for disabled people with low effectiveness and low level of public participation;the supervision and evaluation mechanism for purchasing services for the disabled is not perfect.In order to improve the process in local governments purchasing services for disabled people,it is necessary to make an in-depth analysis from the perspective of local governments and disabled social organizations.By formulating the criteria for local government purchasing services;changing the concept of helping disabled;mobilizing participation of all citizens;cultivating social organizations for the disabled and improving the quality of services;establishing multi-party long-term cooperation mechanisms and gradually establishing a system for the government to purchase services for the disabled.
