Study On Current Situation And Countermeasures Of Chinese Government Purchasing Services From Social Organizations

Since the reform of public service marketization, the mode of multiple subjects providingpublic service has been formed gradually: government begins to purchases public service fromsocial organizations and social organizations provide public service with its own advantage. Takingtypical examples from Hangzhou, Tianjin and Wuhan, this paper introduces the contents thatgovernment purchases service from social organizations.Government purchase public service from social organization has achieved many effects: thelevel of providing professional public service has been improved and the public can enjoy morecomprehensive public service, and has facilitated the transferring of government function.Government purchased public service provided a new way for the reform of public institutions.However, with the influence of starting late, unperfected legal system, governmentmonopolizing and so on, some problems have been exposed in the process of public servicemarketization, like related specialized legislation is short, the standard of purchasing public serviceis unclear, sound supervision evaluation system is not built; the specialization level of socialorganization is low, the ability of taking over public service is not good and lack of feedbacksystem for the provided service and public participation.In order to improve the level of purchasing public service, the paper provides correspondingsolutions: in general direction, it should insist on the principle of rebuilding governmentfunctions, government dominated multiple participation and unifying public finance; as to thecountermeasures, an overall reform from government, social organization and public must bestarted: the government should build related legislation and regulations by publishing a law aboutgovernment purchased public service, according to which, the local government publishcorresponding regulations, and the government should also complete the supervision evaluationsystem, financial support system and so on; the social organizations should strengthen themselvesand standardized management so as to improve its service level; the public should actively sendfeedback about the effects about provided service so as to enjoy better public service.
