Research On The Construction Of Government Functions In The Process Of Transf Ormatrmation Of Resource-Based City

Resource-based city refers to the city which rises on the base of recourse development, or the city which thrives again due to resources development. After making outstanding contribution for the social development and prosperity, resource-based cities often appear a series of serious problems due to excessive resources exploitation, such as ecological destruction and unreasonable economic structure, therefore resource-based cities need a transition urgently. The government is the dominant force in the transformation of resource-based cities, the construction of local government functions is related the realization of the transformation goals and the development of social economy in the areas.From the general concept and features of resource-based cities and government functions, this paper reviews some basic theory such as environmental right theory and sustainable development theory in accordance with the gradual in-depth logic, provides a theoretical support for this study. Taking Yichun as an example, this study analyzes construction of government functions in the process of transformation of resource-based cities. Specifically, this study discusses the facing difficulties before the transformation of Yichun, points out the practices of construction of government functions in Yichun in order to change plight, analyzes the significant results of construction of government functions in the process of Yichun’ transformation, discusses the existing problems in the transformation of government functions in Yichun. On the basis of summing up the experience of construction of government functions in the process of transformation of typical resource-based cities at home and abroad, this paper puts forward the guiding ideology, goals, tasks, countermeasures and suggestions of reconstruction of government functions in the process of transformation of resource-based cities including yichun. Among them, the reconstruction goal is to build a service-oriented government and flexible government. The reconstruction tasks include:separating government functions from enterprise management, realizing the political functions reconstruction; strengthening market regulation, realizing the economic functions reconstruction; improving the system of public cultural services, realizing the cultural functions reconstruction; strengthening social management and public service, realizing the social functions reconstruction; strengthening environmental protection work, realizing the ecological functions reconstruction. However, the countermeasures and suggestions of reconstruction of government functions include:steadily pushing forward several reforms; speeding up the industrial transformation and upgrading; continuously promoting cultural construction; perfecting the social security system; comprehensively strengthening ecological protection.
