Research On Government Collaborative Governance In The Transformation And Upgrading Of Resource-Based Cities In Hegang City

Resource-based city is a city with the mining and processing of natural resources such as minerals and forests as the leading industry.It is a special urban form at the expense of its own sustainable development and ecological environment.With the development of society and the decline of demand for coal energy and raw materials,the development of resource-based cities is facing unprecedented challenges.As a typical resource-based city,Hegang City has gradually exposed the above problems,urban development is difficult,transformation and upgrading is imperative,and the effective governance of the government is needed.However,the traditional single government governance model can not meet the current development requirements of Hegang City,and there is an urgent need for the government and multi-body collaborative governance.On November 15,2021,the national development and Reform Commission issued the "14th five year plan" for promoting the high-quality development of resource-based areas,which proposed to "promote the coordinated development of resourcebased areas and promote the coordinated development of regions",which provided the general outline and direction for the transformation and upgrading of Resource-based Cities in the new era.Hegang City closely follows the new situation and new requirements.In the process of implementation,it is necessary to ensure the stability,sustainability and efficiency of local government collaborative governance,and innovate and reform,so as to carry out the transformation and upgrading of resource-based cities in Hegang City.From the perspective of government collaborative governance,taking Hegang City as the research object,this paper defines and combs the concepts and related theories of Resourcebased City,transformation and upgrading of Resource-based City,government collaborative governance and cooperative governance;Using the methods of literature,practical investigation,comparative research,this paper describes the current situation,problems and causes of the coordinated governance of the government in the transformation and upgrading of Hegang City;It reveals that there are four problems:the current situation of collaborative governance between the central government and the local government,the collaborative governance between the central government and the local government,and the collaborative governance between the local government and the local government,In view of the problems,we find the causes of the problems,such as the imperfect guarantee mechanism of the central and local governments’ collaborative system,the unreasonable setting of the rights and responsibilities system of collaborative governance,the lack of long-term mechanism for coordinating the interests of collaborative governance,and the failure of the government and society to establish a collaborative trust mechanism.Referring to the successful experience of government collaborative governance in resource-based cities at home and abroad,this paper puts forward countermeasures from the aspects of improving the central and local government collaborative governance system,improving the power and responsibility system of regional intergovernmental collaborative governance,building a government enterprise collaborative governance platform,and building a new model of government and social collaborative governance,in order to innovate the performance capacity of local government collaborative governance Promote the transformation and upgrading of Hegang City,and provide experience for the same type of resource-based cities at home and abroad.
