This paper discusses the transformation of resource city, it puts more focus on the transformation of government functions, to expect to have better performance from the government.This paper is divided into five parts:Firstly, the introduction part describes briefly the research background and current situation, and the significance of research and innovation.Then, the second chapter, it introduces the definition and research theory of resource city and the government functions, to lay a theoretical foundation for this research. The third chapter, it discusses the problems existed in Puyang City and the current status of the development and the functions of the government. It introduces the basic situation of the Puyang City and make a progress currently from traffic facilities, industry, agriculture and reform in the transformation of initial results, and analyzes the transformation of Puyang City, to face the opportunities and challenges. At last, it discusses the problems and the causes of the government functions in the transformation of Puyang city.
