Governance refers to that the government, market, social organizations, and even private citizens can serve as actors, through mutual exchange, consultation, cooperation and other ways to participate in the management of public affairs. In social governance, government certainly plays an important role, society has also been placed in a critical position, it is no longer managed as objects, it also can have an equal dialogue with government.There are many complex elements in social tradition, but tradition still can be analyzed in three dimensions:social relations, rural elite, traditional culture. In the process of rural social governance and new rural construction, Social tradition, although cannot play a role spontaneously, but one of the beneficial resources can really contribute to the modern rural development. Under the basis of fitting and symbiotic between tradition and modernity, we can analyze the role of the three dimensions, including social relations, rural elite, traditional culture, in rural social governance. Through the analysis and discussion of government actions by Xianju County and three villages, we discover that the theoretical and analytical framework has some explanatory power and adaptability in reality. Due to the fitting between government policies and social tradition in villages, tradition can really play a role in modern rural governance. Whether it is in building trust among the villagers, the sense of community and promotion of villagers literacy, or integration of internal and external resources in the village, rural economic development, also, or creation of rural social organizations, the supply of public goods and services, implementation of public welfare, social tradition has played an important role. Therefore, the government should effectively absorb social tradition, making it an integral part of contemporary social governance system.
