Study On Role Orientation Of Rural Elite Organization Under The Rural Vitalization

Rural elite organization is one of the important organizations in of Rural Revitalization Strategy implementation.It is the most unavoidable force for orderly governance in Chinese traditional society as well as a kind of social organization in current social governance.Rural elite organization plays multiple roles in participating in rural social activities.However,the actual behavior is beyond the scope specified by the role itself.It often leads to a mismatch between the real role and the due role that leading to role imbalance.As an endogenous non-governmental organization in rural areas,rural elite organization is abundant in natural resources and flexible organization operation.It also helps rural construction and development with special geopolitical,consanguinity and affinity,greatly enhances the strength of the implementation of Rural Revitalization Strategy.The research on role imbalance and adjustment of the rural elite organization can not only enrich the relevant theoretical research of the rural elite organization and improve the research system of rural governance,but also make the rural elite organization clear the role of the situation,reflect on and upgrade,to serve the overall construction of the countryside,and provide an effective implementation path for Rural Revitalization and national modernization.This paper uses the combination of literature search and field investigation to conduct a field survey and semi-structured interviews in X County,Zhejiang Province,and focus on the role-playing logic of Rural elite organization from the perspective of rural revitalization.Applying social role theory and embedded governance theory,qualitative analysis of the role of X County rural elite organization is based on the role-playing process,role dissonance performance and causes,and role correction strategy selection.It Has a more complete self-awareness of the positioning of own rural brand culture,prioritizing the development of public welfare and economy,and cohesive organizational strength.Rural elite organization receives the double expectation from the government and the people,acting as both a government governance collaborator and a village self-government leader.As one of the rural active factors,it plays an active role in the political,economic,social and cultural aspects of the countryside.The study believes that there are four main manifestations of the role of the rural elite organization in the role of practice.First,behavioral,personality and sub-cultural role deviations.Second,the role conflict driven by the economic interest game.Third,the role of weak independence and power dependence.Fourth,the role of the midway exit and ineffective behavior failed.The reasons for the disorder of roles are also complex and diverse.Institutional policies,settings of institutional policies,venue funds and management supervision are external environmental factors.The depth of alienation or forced attachment of the local government,the village committee,and the villagers lead to an abnormal relationship.Subject factors,single organizational function,and poor internal construction are internal factors.In order to solve the problem of the dissonance of the rural elite organization,three major correction strategies are proposed based on the embedded governance theory.The environment is embedded by improving relevant institutional policies,making up for shortage of venue funds,and improving the management supervision system to improve the layout of the situation.The rural elite organization will establish good cooperation with the government,maintain smooth communication with the village committees,and maintain mutual trust and mutual assistance with the villagers to promote the interaction of the main body to achieve relationship embedding.Optimize organizational staffing,improve internal management mechanisms,and strengthen self-learning to enhance the internal construction of the rural elite organization to achieve self-embedding.The role correction of the rural elite organization is conducive to the government’s use of external forces to embed rural governance and the township will exert its own advantages and integrate into rural construction.Finally,we will explore a social governance model that is compatible with China’s national conditions and at the same time can achieve the endogenous organization’s role in rural society,and truly promote the rural areas in terms of industrial prosperity,ecological livability,rural civilization,effective governance and living prosperity.The innovation of this research lies in the implementation of the rural revitalization strategy,taking the rural elite organization as the research object,analyzing the process of its role deduction in many aspects,summing up the experience and problems.The aim of using the Chinese characteristics organization to promote the localization of rural areas can not only effectively respond to the state’s implementation requirements for the rural revitalization strategy,but also provide some effective ideas for how to make good use of the rural endogenous forces.At the same time,this article has many shortcomings.Limited to the practice case and literature research of the rural elite organization and the rare number of case selection,the accuracy and completeness of the research are greatly affected.In addition,the interview work can not be perfect,and the interviews of more than a dozen relevant personnel are not enough to reflect the true and objective situation of the rural elite organization,which leads to the research on the role of the disorder and the attribution of attribution is not deep enough.
