The Research On The Private Non-Enterprise Entity Participate In The Community Endowment

At present, China is facing the serious pressure of the increasingly aging population, the traditional pension model shows more shortcomings. The family pension and the institutional pension have been unable to meet the pension demand of such a large number of elderly population. As the narrowing of the family structure and the change of ideology, the functions of family pension are weakening, but the institution pension is difficult to promote because of its high cost of service and the lack of resources. Under this background, the community endowment which is the integration of advantages of the family pension and institution pension emerges as the times require, and it will be the first choice of the future pension service. Private non-enterprise entity is set up by the folk spontaneous, which is a form of social organization through autonomous organizations and management in order to develop the public service and has the advantage of flexibility, efficiency and professionalism. Private non-enterprise entity can also alleviate the pension dilemma by coordinating social resources and providing diversified pension services in China. Therefore, the private non-enterprise entity participating in community endowment is an important means to deal with ageing population in China. In practice, however, the development of private non-enterprise entity has not completely to meet the needs of community endowment service and the pension service effect is not obvious. Because of the restriction in the process of operation, the advantage of the private non-enterprise entity cannot fully show.The paper selected the Nanjing X elderly service center as a typical case, using the methods of on-the-spot investigation and interviews, and the author understood the general situation of the organization, operation mechanism, service contents, and service mode. In addition, the X elderly service center still exists many problems, including insufficient funds, the lack of talent, staff shortage, low quality of service and the lack of community residents’ participation passion, the distemperedness of supervision and evaluation mechanism, which has restricted the improvement of service quality of the community endowment. The author carried on the thorough analysis of the problems of the private no-enterprise entity participating in community endowment service combining with the theory of resource dependence. The analysis show that lack of ability of the private no-enterprise entity,the private no-enterprise entity’s high dependence on government, the dislocation of the government’s role and a low level of social development is the main causes of hindering the improvement of pension service quality.Comprehensive the above analysis, the author try to put forward the proposal of perfecting private non-enterprise entity involved in the community endowment service system from the micro, meso and macro aspects. First, social work intervention private non-enterprise entity to enhance the ability of the institution itself, and the competency of the private no-enterprise entity itself, including the ability of raising funds, integrating resources, and the professional services should be improved. Second, we should provide the public participation and perfect foster positive, democratic civil society environment. Third, the equal partnership between private no-enterprise entity and government should be built, and strengthen the support of the government of the private non-enterprise entity to optimize the policy environment.
