Study On Natural Disasters Emergency Management Systems Of County Government

China is a vast country, it often faced with the impact of natural disasters, it is one of the countries in the world which suffering from serious natural disasters.Along with the social progress, Science and technology are advancing by leaps and bounds, people pursue the rapid development of economy, makes the human survival environment is destroyed, also caused the natural disasters often occur. The impact of natural disasters and the damage range is expanding, which in turn to get in the way of economic development, then there is the chain reaction of the society, caused great damage to the safety of the whole human survival, affect social stability, people can’t live a normal life. In the process of responding to natural disasters,local governments has great responsibility. The first emergency management plays an important role in disaster control.Based on disaster system theory, risk management theory,emergency management theory and public governance theory of public emergency management, studied the natural disaster emergency management system of county government. This paper first puts forward some local governments have no strong sense of crisis for long time, emergency management agency’s duty is unclear, the current situation and the background of disconnect between the local government emergency management departments. In Changsha County, for example, the paper expounds current situation of the construction of natural disaster emergency management system, through the background of specific case of drought in2013, analysis the emergency management measures and results of Changsha County government, focused on the emergency measures and results of the response and recovery phase, and it is concluded the problems of emergency management system in Changsha County, including the following aspects:the crisis consciousness of government and the public is not strong, imperfect laws and regulations, government management system is not sound, the lack of social relief system. The causes of the problem mainly is thought obsolete, crisis prevention consciousness is weak; Serious problems of the system rigidity and fragmented; Management inefficiency, information gap is widespread; Backward technology, equipment update speed slow.
