Research On County-level Government Disaster Management

In today's society,the development of industry,agriculture,industrial modernization speed accelerate,leads to the completeness of the regional infrastructure of our country to keep up with the pace of development,every flood season,heavy rain disaster caused city disasters,produced a bad influence to the society,so the study for the current society facing the emergency management of flood emergency plan the urgent.At present,China implements the administrative governance model of the five levels of government,from top to bottom,respectively,central,provincial(state,autonomous region),city,county,township five administrative management mechanism,in the face of natural disasters,defense and disaster relief has been Grassroots government management of an important content.In today's society,the governance system of China is led by the government departments,direct management of relevant departments,multiple departments co-ordination action,and the whole society to participate.The governance system has played a large role in the face of major disasters,but there are still many problems,such as the poor communication of administrative subjects,the timely release of information and the imperfect construction of governance mechanism.Therefore,we should also seriously study the emergency response to flood at the grass-roots level.This part is divided into four parts,the first part introduces the innovation and deficiency of the article,the second part introduces the specific situation of the flood in Luanchuan County on July 24,2010,the third part of the specific analysis of the Luanchuan county government in the "7.24" flood in the government emergency management system problems and causes analysis.In the fourth part,the author puts forward some suggestions on the existing problems: The first is to improve the ability of the main governance,including improving flood emergency management system,improve the efficiency of government departments and so on.Second is the establishment of flood control emergency department consultation mechanism,according to the severity of the disaster and the level of disaster information will be timely informed of the relevant departments,making the decision made by the government in the face of natural disasters,more scientific and democratization,and minimizing the risk of natural disasters.Third is to improve infrastructure construction,focusing on weak links,risk assessment,strengthening infrastructure construction,pay attention to safety and economy.Fourth is to strengthen social coordination participation,should fully mobilize the masses,pay attention to daily propaganda,and fully involve citizens in the emergency mechanism,to create a government and the masses to participate in the situation.
