| The frequent occurrence of natural disasters has attracted the attention of international society,it not only impacted on the global economy,but also impacted on people's daily life.China is vast in territory,it has large number,types and damage of disasters,and it is one of the few countries with the most serious disasters in the world.According to the statistics,China's natural disasters in 2016 mainly contain floods,typhoons,hail and geological disasters.Those natural disasters affected nearly 190 million people,1432 people died and 274 people missed due to disaster.The direct economic loss was 503.29 billion yuan.The main aspect of disaster control is the firsttime emergency management of local government.Firstly,this paper explained the background,the relational meaning,related literature at home and abroad,the research goal,the research method,the basic concepts and related laws of the county government natural disaster emergency management mechanism,and summarized the references to the advanced foreign country government.Secondly,As an example of present situation of natural disaster emergency management in Dongguang,it introduces the geographic situation of Dongguang,the main types of natural disaster and what negative effects it brought on the local region of people's lives and property safety.On this basis,according to relevant data,it is concluded that the natural disaster emergency capability level of dongguang county by establishing the index system for natural disaster emergency and using analytic hierarchy process(AHP)and fuzzy evaluation method to carry on the analysis,In addition,it states the problems existing of Dongguang country government in the natural disaster emergency management.Finally,based on the status quo of Dongguang county government response to natural disasters and the existing problems,this paper puts forward some measures to improve the construction level of the Dongguang county government response to natural disasters. |
