As a significant factor closely acting on national relations, language and culture policy has been put a high value towards ethnology research by experts and scholars, because scientifically-sound studies on the national language policy not only a policy guarantee for construction of national equal and harmonious society, but also a important contact point for exploration of national relations. With various nationalities and devious cultures, successive administrations of the South Asian Sub-Continent have been facing a lot of problems to enact and implement relevant language policies. Because the relevant policy, should not only consider the interests of Hindus, which accounts to majority of population, but also consider other parts of the nation’s minority concerns. In a certain sense, analysis and understanding of India’s language policy could help us to find a better way to understand the relationship between the language and the state of India.In order to realize colonial interests, British government not only accelerated the popularity of English, but also encouraged the development of states dialects, which competed with Hindi so that colonial government could achieve its long-term colonial interests. But, the Nehru government began to restrict English, and confirmed a specific time to replace English by Hindi in the first Constitution.In the events that followed bloodshed aftermath, Nehru has taken into account the scientifcity and feasibility of language policy. In order to ease increasing protest contradictions of each states and deescalate conflicts, India government enacted a policy, in which each side could accept it-Three Language Policy.It has clear regulations in these three language teaching and implementation.The Implementation of the Three Language Policy is a production of all sorts of political powers competed intensely. The paper shows how language policy works on national development through analysis of the background, process and result of Three Language policy.
