Chinese ancient dynasty’s ethnic policy and its relations with the surrounding nations, are always important parts in ancient Chinese historical research. The Xin Dynasty is a crossing point between the Western and Eastern Han Dynasty. The ethnic relation and ethnic policy, can ensure the integrity of the history of the Qin and Han ethnic relations. It has important significance. Especially the ethnic policy in the period, changed a lot compared with the late Western Han Dynasty, and its consequence and the resulting impact has the vital significance in researching Western and Eastern Han’s ethnic policy. This paper tries to analyze Wangmang’s ethnic policy content and the reason for the change on the basis of previous studies, and try to give objective and fair evaluation. So we can know the features of this special historical period of ethnic relations. It’s good for us to summarize the historical experience. We can also draw lessons in handling of ethnic relation by doing this, so as to maintain the unified multi-ethnic country and promote the harmonious development of ethnic relations.And ethnic relations and policy’s changes during the Wangmang Period also can’t be ignored. This paper is divided into five parts, the main contents are follows:The first part is mainly about this article’s basis of topic electing, significance of research and the academic research status of the topic.The second part elaborates the ethnic relations’changes between the Xinmang period (including Wang Mang’s administration) and the Western Han Dynasty in the late, based on the historical materials, including the relations’changes of the Huns, the western regions, the Southwest and the Northeast. This shows that the theme changed from peace, stability to war.The third part discusses Wangmang’s four aspects of ethnic policy including bribery and heqin, renamed, disintegrate and conquered by force. I have a in-depth inquiry on such details as changes to the name,’drop from wang to hou’, so we can know wangmang’s way to insult and humiliate minority nationalities through the ethnic policy, and suppress the universality about Wangmang’s policy to Liu clan and the’drop from wang to hou’. We should understand the interrelationships between Wangmang’s ethnic policy and his other reforms.The fourth part is the reasons of the changes in ethnic policy. One is closely related to ’unification’. The other is the disadvantages of the late Western Han Dynasty’s ethnic policy and developments and changes of the late Western Han Dynasty.The fifth part is the evaluation of Wangmang’s ethnic policy. Wangmang’s policy not only led to the breakdown of the ethnic relations, but also intensfied the internal contradictions of class, and led to a rapid fall in Xinmang regime. However, the disadvangtages of ethnic policy in the late Western Han Dynasty, as the heavy economic burden and the loopholes of the covenant, made the changes in Wangmang’s policy necessary and reasonable. The ’unification’ is in line with the trend of historical development, but there is no certain objective conditions to realize this ideal.The last part is the conclusion. Wangmang’s ethnic policy puts the’unification’ as the starting point. It has high significance. And this policy is worked out at the special historical background. There is no wrong in principe compared with the traditional ways. There is fierce social contradictions, just because comprehensive failure in the internal reforms. And there is no time for him to do best.
