Public space is a public forum, in this forum, private person will become public. It is the public places, public facilities and public services with openness, communication, participation and diversity. In this paper, the public space is dominated by private social work organization, to helping the migrant workers maintenance legal rights from their employment relationship (such as unpaid wages, workers’ compensation payment, sexual harassment and personal injury), to providing the education and training, for example skills, legal knowledge, health knowledge, job search skills and urban life knowledge, and providing the material assistance when they facing other aspects of troubles (such as traffic accidents, industrial accidents, major illness). It also carries out some cultural exchange activities for migrant workers regularly. In order to satisfying migrant workers who need space for relaxation and the need for social interaction.Migrant workers make a great contribution to our country’s industrialization, urbanization, modernization, create incalculable wealth, and provide varieties of service, and convenient life of urban residents. However, the reality is that they are at the edge of the industry, the city’s edge, the edge of the system, and the margins of society. It is the contradiction of the complex. For a long time, their legal rights often have been infringed. Under the existing institutional environment, if they organize themselves, they will outlaw because of the name "illegal organization". At same times, its work and problem-solving make little practical effects on it. The government organizes their legal unions and associations of trade slowly. When the migrant workers have some troubles, such as social interaction, role reversal, psychological adjustment, children education, advocacy and other issues, all above could not be solved. As vulnerable groups, they are hardly to get organized aid and relief; they can only passively accept unequal treatment. Therefore, migrant workers need public space pressingly. Government departments are aware of these problems; they support the "third force" such as nongovernmental organizations, non-profit organizations, and get involved it. And purchase service for it. Therefore, all these have provided an opportunity for the involvement of private social work agencies. Private social work organization served the function of "supporting and acting", exerted their autonomy and creativity for migrant workers to constructing public space. On the one hand, such organized groups of migrant workers will be in an attitude of equality, and make competition and dialogue with formal organization, to express their interests and aspirations. And achieve their legitimate interests and basic needs finally. On the other hand, through the platform of migrant workers in the public space, the public can send voice by migrant workers, and recognized the life and status of migrant workers, to increasing the awareness and understanding of each other, to make our society harmonious and orderly. The real question is:how to deal with the legal rights issues consciously and legitimately. The factor of public space except the essence space, it also including how to use the body, design of software in future, and make it closed to users.In this paper, It will set the example of Yunnan S private social work agencies, through the understanding of the realities the process of practice action of community union and activist station and the reality situation of migrant workers, showing the actual situation of Yunnan S private social work agencies and migrant workers, to making a observation why migrant workers need public space, why social service organization can provide public space, and which role public space plays, what deficiencies it exist, specifically from their own point of view which the government, private social work agencies and migrant workers have, to analyzing and pondering the possible formation and meaning of existing of public space which is out of migrant workers’family space.
