The administrative value is the soul of public administration, is the ruler and selection of administrative subject in administrative behavior judgment criterion,which is affecting the administrative behavior and administrative target and being the value of the pilot assessment practice of government performance;government performance assessment as an effective government management tool, which can effectively change the work style of civil servants,effectively improve government efficiency, improve the ability of government public service.In short,it is the carrier of administrative value.
