The E-goverment Performance Evaluation Of City J From The Perspective Of Internet-Plus Government Service

Under the spur of rapid development of modern information technology and strong demand for government reform and innovation,e-government has become more and more popular these years.After large-scale initial investment in construction,the effectiveness of the application of e-government has gradually attracted the attention of government administrators,experts and scholars.Whether e-government can truly achieve the desired results,and to what extent can it improve government administrative efficiency and the level of public services? These questions needs to be answered urgently.E-government performance evaluation has become a research focus in recent years.In 2016,the "Government Work Report" put forward the concept of "Internet plus government services",which pointed out the goals and directions for China's e-government construction in the new era.Grass-roots governments access to the general public closely.Thus the effectiveness of e-government construction directly affects the quality of public services.Therefore,taking "Internet plus government services" as the yardstick to consider the local government e-government performance has a strong practical significance for promoting the sustainable and healthy development of e-government and improving the level of government public services.This paper is based on the research experience of e-government performance evaluation at home and abroad,and takes the “Internet plus government service” as the perspective to conduct a study on the e-government performance evaluation of grassroots governments.According to the relevant policy requirements of the“Internet plus government services”,the paper summarized the performance of“Internet plus government services”,and proposed the e-government performance evaluation system under the performance requirements of “Internet plus government services”.By comparing this assessment system with the evaluation indicators,assessment methods,and application of results,the paper analyzed the performance and existing deficiencies of E-Government performance evaluation in the past three years in city J,and discussed the unsatisfying effects of the current E-government performance evaluation practice in public services.In the final chapter,the paper put forward measures on improving both internal conditions such as ideological concepts,ability and participation and external conditions including scientific performance evaluation system and the other relevant supporting mechanisms.This paper provides a new perspective for the construction ofe-government performance evaluation system,as well as a reference case for future research on e-government performance evaluation of grass-roots government.
