City governing county system has been implemented for many years in our country, gradually because of the high administrative cost, the reduces of the administrative efficiency, the formation of "cart" pulling by a small horse phenomenon, the city governing county system does not adapt to the development of social economy in the present stage of our country. The province governing county system provides a solution to this problem. Fiscal system of province governing county has been put forward Hubei, Guangdong, Zhejiang and other places in our country, but it is not deep enough. However, the relationship between cities and counties also exist many problems, such as cities and counties to the division of responsibilities is not clear; in the use of tourism resources, because of self-government, the cities and counties run a vicious competition, bring out a tremendous waste of resources; the lack of normal cooperation mechanism between cities and counties etc. The existence problems of relationship between the cities and counties in Hainan province rely on further clarifying the division of government of province, city and county responsibility, adjust the management relationship, tinker up the revenue sharing proportion between the prosperous city and poor county, promote the balanced development of economy between cities and counties, around the establishment of normal cooperation mechanism, actively promote the other supporting reform,establish rural household registration system, equilibrium the allocation of human resources in cities and counties of cities and counties, the equilibrium level of basic public services and other measures,so the problems can be solved.
