On The Province Governing County From The Perspective Of Administrative System Reform

The Eighteenth National Congress takes deepening the reform of theadministrative system as an important issue and proposes the construction ofadministrative system suit to the socialism with Chines characteristics, which is thestrategic deployment of our party in the new period to improve leadership conceptand governance and is of profound significance for the government systemreform.The China’s administrative system reform essentially aims at promotingstructural adjustment and optimization of the social system, through the adjustmentof the political leadership system itself and constant optimization, to achieve thegoal of the building of a harmonious society.The Eighteenth National Congressproposes of strategic deployment of reforming the administrative system from eightaspects, including the reform of administrative levels, which is the necessarycondition to ensure smoothly functioning of administrative power.To optimize the administrative level, we should not only improve theadministration division, but also continue to carry out the system of county directlyunder the provincial government.The current administrative composition isoverlapped and complicated so that high-cost low-efficiency phenomena wouldoften occur, which goes against the performing of government function, theorganization structure theory and the optimal principle of flattening governmentalefficiency. Against this background, county directly under the provincial governmenthas emerged.In this paper, based on the research analysis of the reform aboutprovince governing county of Henan, through literature analysis, empirical analysisand process analysis, this paper expounds the original administrative system on citydominating country and its disadvantages, and comes to conclusion of theimplement necessity and significance on province governing county.By studying the implementation of province governing county in Henan it isanalyzed in this paper the current situation and the process of this reformation, which is of great importance to the reformation of administrative system in Henan.And by comparing with the reformation pattern of province governing county inother provinces, including what are the results, how it is carried out and what are theproblems and defects occurring in the process, the implementation of provincegoverning county in Henan is analyzed together with its effectiveness and defects.Feasible solutions are reached according to the concrete condition of Henanprovince as well as of the implementation of the reformation. Firstly, the reformationplan should be worked out by multilateral participation in consideration of theinterested party and an effective cooperation mechanism should be reached topromote the implementation of this reformation.Secondly, in terms of reformation,how to implement it must be put emphasis on rather than rush to succeed. We mustbe clear that where to try out the province governing county and how to promote thedevelopment of counties, not act in a hurry.Thirdly, the reformation of provincegoverning county should not only learn from experience, but also have the ability ofindependent innovation rather than simply copy the experience of other provinces.Finally, we should comprehensively deepen the reform and promotedecentralization. Through these measures, We are hoping to give Henan provincesome practical suggestions on the province governing county reformation, so as topromote the overall development of economy and society in Henan province.
