The reconciliation between France and Germany marked the beginning of European integration process in which the United States played an important role. After the World War II, the focus of American foreign policy was to promote the integration of Western Europe. American policy on Europe focused on the solving of the German question. At first, the United States planed to divide Germany in order to uproot the source of war and eliminate the security dilemma in central Europe. But with the changing of international situation and the formation of the bipolar structure, U.S. developed a new European policy which was characterized by dual containment. Faced with the threat of the Soviet Union, the weakening and segmentation of Germany was not in interest of the United States. The integration of Western European became a more pressing task. Against this background the United States began to change its policy on Germany, including the reforms in America-occupied area and the combination of American and British occupied areas, economic integration, and the founding of the Federal Republic of Germany. Afterwards, America introduced the European Recovery Program--The Marshall Plan and urged western European countries contribute to Western Europe economic integration. The successful reconciliation between France and Germany was made as a result of American intention to solve German problem. Under the influence of American policy, France took the lead in the campaign for the union of European countries. France cooperated with Germany in coal and steel industries. Then the European Coal and Steel Community was established and the Treaty of Paris was signed. Finally France and Germany settled their dispute and reconciled with each other.
