Volunteer service to the orphanage children and Children Welfare Offices, social and cultural construction of children’s charity culture has an important role; Many Children Welfare Offices according to their own area, carried out various volunteer activities to enrich the lives of disabled children and promote their "socialization".However, the current child welfare volunteer service development is still inadequate, lack of management experience, exist "Why do volunteer service?" "What are you doing?" And "how?" three questions.This study use the method of case study, and the material comes from five different types of children’s welfare institutions. Through the service managers, volunteers and service objects researcher collect first-hand information with semi-structured interviews and participant observation methods. The aim is to understand the problems existing in the volunteer service management, summarize the successful experience, summarize the child welfare agencies of volunteer service management strategy.Based on the analysis of the collected information, the author draws the following conclusions:1.Service Object(Child) Management Srategies: child welfare services, including institutional services and services for children, should be child-service oriented. For orphans and disabled children, different ages, different upbringing, different disability exhibit different physiological and behavioral characteristics, different psychological and social needs, must be design service content from different dimensions.2.Event Management Strategies: when child welfare agencies consider design, organization, evaluation and feedback,they must add scientific, professional and other requirements. The main process may include: professional service evaluation, rigorous audit program, flexible organization and effective impact assessment and feedback.3.Volunteer management strategies: The main program will use the management process of recruitment, training, supervision, motivation and evaluation.Volunteer management plan needs to be assessed based on children, emphasis on the matching of volunteer in recruitment stage,pay more attention to training, take supervision and support closely together to provide power for the volunteers, and motivate volunteers useing formal and informal incentives. Volunteers assessment are linked with activity evaluation, pay attention to the feedback of evaluation, and then apply to the whole management process.Of course, the results of this study have a strategy for more general characteristics. Taking into account the different levels of development in different regions of volunteer service, the application of the above experience must learn according to their own situation, be focused and ultimately promote the healthy growth of every child.
