The Studies Of Volunteers In Xinjiang K City From The Perspective Of The Salamon Voluntary Failure Theory

As an important participant in the world’s politics, economy and social development, Modern Voluntary Service not only plays the basic function of a traditional charity helping vulnerable social groups, but more importantly, promotes the core of volunteerism which includes dedication, friendship, mutual aid, and progress to the society. Modern Voluntary Service fully plays the positive role to improve the social culture and the social environment, in the meanwhile, it can correct the adverse social status caused by market failure and government failure. However, voluntary service as important as the market and the government in promoting social development, its development is not perfect either. Just as Salamon said, “There also exists malfunction state in Voluntary Service.” Therefore, based on voluntary failure theory, we should overcome the voluntary malfunction to make sure it plays its due role. China, the biggest developing country in the world, needs a broad participation of voluntary service in promoting socio-economic development and building socialism with Chinese characteristics modernization. This paper takes City K in Xinjiang Minority Region as the study object to explore the problems encountered and the underlying causes during its development. It has some reference to the development of voluntary service throughout the Northwest Minority Region.This paper consists of five parts. This first part is introduction. It overall explains the framework for this paper, and describes the significance, the research background and research methods of this study in detail. As well, the first part finishes the representative theoretical documentary at home and abroad about voluntary service and describes the development of the modern voluntary service. The second part is about related concepts and theories explanation, sorting out the basic concept in the paper. First, elaborate the specific concept of volunteer, voluntary organizations and voluntary service. Secondly, analyze the four aspects of voluntary failure theory one by one and describe the application of the theory in this paper. The third part describes the development status and problems of voluntary service in City K. First, introduce the development of voluntary service of City K in recent years. Secondly, according to the current development of volunteer service in City K, look for the bottleneck problem that restricts the development of voluntary service in City K by using Salamon’s voluntary malfunction theory as the theoretical analysis framework. The fourth part concludes the reason why there are problems in voluntary service in City K. It includes the lack of material support in voluntary service, the subjectivity of resource allocation, the monopoly of resource allocation and the amateur status of the management in voluntary organization. The fifth part proposes effective measures against the problems: build regional characteristics voluntary service system, construct voluntary service development system that meets the need of the region, expand the ways to support material for voluntary service, reduce the subjectivity of service resource allocation in voluntary organizations, break the monopoly of volunteer service management, boost the professional measures of voluntary service.Based on different research methods such as, literature study, questionnaires, interviews, and the combination of empirical and theoretical research, combined with Salamon’s voluntary malfunction theory, this paper comprehensively sorts out the development of voluntary service in City K, and come up with effective countermeasures against the problems one by one. Hope this paper can provide some experience for the development of ethnic minority region of our country’s voluntary service.
