Research Of The Factors Influencing The Evolution Of Internet Group Behaviors And Government Administration In Public Crisis Situation

With Internet’s popularity and the fast development of network technique, the number of net citizen in China is increasing and the Internet has become an important information transmission channel and a media of public opinion. In recent years, all kinds of public crisis have taken place constantly, such as Sanlu milk powder incident, Wen Chuan earthquake, Diaoyu Island incident and 7.23 bullet train accident, etc. Nearly every Internet mass incident caused a debate in the cyberspace, which has had a big affect on the public management of the government, because Internet’s popularity has objectively improved the possibility to take part in a mass incident for people. Internet mass incident is a kind of crisis which the government often suffers in network society in public crisis situation. In this situation, each kind of network group has its peculiar way and causes different effects on the society; what’s more, they are not changeless but evolve under the influence of many factors. As is known, the evolution of network group behavior is closely associated with the development of network crisis events. If group behavior develops towards a rational direction, it helps to resolve and subside the crisis event; otherwise, it can enlarge the negative influence on the society and make it harder for the government to control network crisis events.So the research of the factors influencing the evolution of Internet group behavior in public crisis situation facilitates the government to correctly master effective governance of network group behavior. Most of the existing related researches summarize its influencing factors just from one aspect. For example, some researchers put forward group related factors according to the theory of group dynamics, or study the impacts of the individual internal factors on the evolution of network mass incidents from the individual perspective. However, how does the evolution of the network group behavior happen in public crisis situation? What factors influence the evolution of network group behaviors in public crisis situation and what are their basis of the classification? There is no systematic research to these problems.This paper divides the evolution of internet group behavior into four types based on some researches, which are of infection, coupling, induction and transformation. It also induces four factors which influence the evolution and builds a model according to the Lurt Lewin’s field theory and group dynamics. In addition, this paper analyzes the relations between the four factors and the evolution of Internet group behaviors in the public crisis situation. We take the heavy rain disaster happened in most of our country in mid-july 2012 as an example and then collect the data from questionnaires and use SPSS18.0 to analyze how the factors affect the evolution. The results show that personal characteristics, events characteristics, group structure and environment will partially or significantly influence the four types of the evolution of Internet group behaviors in the public crisis situation.On the basis of the study, this paper respectively puts forward some suggestions from three aspects, which are the influencing factors of network group behavior, the evolution types of network group behavior and the types of the network group.
