Along with China entering the period that public crisis is prone to take place, the management mode that relying solely on the government’s own power to govern the crisis, has become more and more difficult to adapt to the situation of our country. In China, the rapid development of economy and society has boost the progress of information technology, as well as the enthusiasm of the citizen participation in public affairs management, therefore the network is becoming a platform for citizens to express their wishes. In cyberspace, Civil Force is in gradual aggregation, which is to form a powerful social force to influence government management. Therefore, to expand the scope of citizen participation of network in public crisis is not only useful for exploring governance model, but also helpful for promoting democracy, which will achieve a wide range of social mobilization in crisis management.Governance and Good Governance theory emphasizes that we should pay attention to the multiplicity of participation subjects, especially in the process of management on social public affairs, and Participatory Democracy theory stresses direct participation, equal opportunities and broad participation, while Public Sphere theory holds that advances in Internet technology has created a new network public sphere. Though perspectives are different, these theories all affirm the necessity and rationality of citizen participation in public network management activities. However, under the background of network, the governance of public crisis needs urgently to broad and improve effectiveness of participation for citizen, gathers effective information resources, and improves the ability of prevention, elimination and defuse crisis.But due to the constraints of reality, in the current practice of public crisis management, the effect of participation in network is not very ideal for citizen. This paper takes the method of survey questionnaire in empirical research, combs the current participation situation of citizen in public governance, and then based on the Technology Acceptance Model, constructs a model that affects citizens’ participation willingness, by statistical analysis software--- SPSS17.0, from three dimensions, that is information technology, participation subjects and the surroundings, discusses influencing factors and the intrinsic relationship within them.The research results show us that, in the governance in public crisis, citizens’ participation willingness is significantly affected by information technology, participation subjects and the surroundings. At the same time, gender and education level of citizens also significantly associated with some variables in research model.Accordingly, according to the conclusions of this study, in the governance in public crisis, if we want to stimulate citizens’ participation willingness and improve the effect of participation in the network, we need to start from the influencing factors, specifically take measures as followings: A first, to strengthen information technology and eliminate the technology gap, by which improving the equality and extensiveness of participation; Secondly, to stimulate citizens’ participation motivation in the network, which is the internal driving force, so that we can improve the ability and the effectiveness of participation; Finally, to create a participation atmosphere and guide rational participation, which is aim to increase the enthusiasm and initiative of participation.
