Case Study On The Community Corrections Of Dazhou Tongchuan

Community Corrections originated in the UK, Western countries have formed a relatively complete system of community corrections. In the early 1990 s, community corrections introduced into our country,and it began to work in our community correction around 2000, community corrections has been fully implemented in the country after developed about 15 years,especially relatively mature in eastern areas of our country. Community Corrections of Sichuan(including Dazhou) lanched a pilot project in 2006, expanded to the province in 2009. Since "Measures for the Implementation of Community Corrections" was promulgated in 2012, The implementation main part of the Community Corrections has changed from the public security organs to judicial administrative organs. From 2012, Dazhou Tongchuan constantly learn from the successful Community Corrections work experience at home and aboard, combined with Tongchuan actuality, community correction made good results under the plan of the existing legal framework, and the promoting of systematic level.Tongchuan initially formed Community Corrections criminal law enforcement system, and implement the national criminal policy of combining punishment with leniency, improve the quality of education and the rehabilitation of offenders, which is one of the specific measures for the rule of law, and it is conducive to Tongchuan’s safeguarding and harmony.In this paper, take Dazhou Tongchuan’s development of Community Corrections from 2012 as example, analysis three aspects from the material security, correct management, supervision and checks, summarize the successful experience of Dazhou Tongchuan’s community corrections, find deficiencies and analysis for solve the problems,while the research achivements are used for the Midwest of China like Dazhou Tongchuan,and it is also a part of the study of the Chinese Community Corrections.
