The Case Study On The Construction Of Incentive Measures For WH District Branch Of The Public Security Bureau Of Chengdu

With the continous im provement of m arket economy system, and the reform goes on, governm ent of all counties give high priority to th e construction and applation of incentive measures. As an important component of civil service system, the incentive measures have been gaven a lo t of thought, whether in politics or in the academic circles. Since late 1970 s, the public security have paid a lot of attention to police resources optimization and construction of incentive measures, as an important part of the governm ent and the judicial. In recent years, under th e correct leadership of the municipal party committee, the municipal government, and the superior public security organs, with the guida nce of scientific develop idea s, as the goal to struggle in superiorly, the WH District Branch of the Public Security Bureau of Chengdu have taken a series of measures and gotten some success. Nonethless, the new situation and new problems which the police’s work faced, put forward a higher requirement for it. As this situation, how to stim ulate the police’s work measures and initiative, guide and standardize their behavior, is an m ajor task that the p ublic security unit have to face. This paper attem pt to provide a str ong theoretical support for the research on construction of W H District Branch of the Public S ecurity Bureau of Chengdu incentive measures, based on th e theory of incentive measures, study on m odern management science, introduce concepts related to incentive m easures of public security, analyse the characteristics of this bureau incentive measures, constract the differences and sim ilarities, strengths a nd weaknesses between th e public security incentive measures in our contry and foreign countries and Hong Kong. According to the actual situation of WH District Branch of the Public Security Bureau of Chengdu, author give some advices to the construction of incentive measures, discusses how to fulfill scientific development concept, im prove the incen tive measures, wages an d benefits measures, performance appraisal measures, competition measures, normal management measures, etc, in order to stimulate the police’s m otivation factors, brings the incentive measures into full play.
