With the rapid development of social economy, the contradictions also outbroke after sharply accumulated, accompany emergency and mass incidents, ministry of public security works hard in tasks and difficulty. At present, part of the grass-roots police show modesty, struggling to keep up, lack of motivation, status quo, lack of intrinsic motivation and other negative emotions. If they do not solve these problems from the source, it is bound to become "bottleneck" factor for the sustainable development of the public security system. So, how to establish and improve the grass-roots police incentive system, give full play to the role of the incentive mechanism, improve the enthusiasm of the grassroots police work has become practical problems which had a current urgent need to attention, research, and solve.Based on the hierarchy need theory, incentive motivation, and the relationship between hierarchy need theory and incentive theory, the dissertation proposed four aspects in the material incentive and spirit incentive, development incentive, management incentive. Using the method of literature analysis, interview and questionnaire survey to the xi’an public security traffic police at the grass-roots level to study the present situation and problems of the incentive mechanism, the incentive mechanism of civil servants at home and abroad for reference, the author practice and practice experience, from the practice of incentive mechanism of public security traffic police at the grass-roots level and the status quo, to explore the reason why the incentive mechanism of xi’an public security traffic police at the grass-roots level has its problem. The study of this paper is:first, through investigating and analyzing the current status quo of incentive mechanism of public security traffic police at the grass-roots level in xian. After analyzing from the demand for the effect of the incentive mechanism, and incentive mechanism of the structure,this article find that the effect in the current traffic police at the base of incentive mechanism of the effect was not good. The structure of the incentive mechanism can be summarize as four aspects:including compensation and benefits of material incentives; Including retiring, model, the spirit of the humanities concern incentives; Including promotion, the development of the system of training motivation; Including performance appraisal, evaluation of rewards and punishments management incentive. Second, in the investigation, this paper also reveals the problems existing in the current incentive mechanism of public security traffic police at the grass-roots level in xian. From the aspects of material incentives, performance in wages incentive effect is poorer, lack of welfare safeguard mechanism; From the spiritual aspect, characterized by recommendation PingXian effect is prominent, model effect is not obvious, the lack of humanistic care; In terms of development motivation, show the promotion development space is limited, and training become a mere formality; In terms of management incentives, show the unscientific performance appraisal system design, performance appraisal lack of a complete set of rewards and punishments measures. And then,the paper analysis of these causes of problems one by one.Experience at home and abroad for reference, in view of the above several kind of problem, this paper proposes to establish reasonable and flexible compensation system, optimize the working mechanisms of retiring, build science competition, the promotion mechanism, perfecting the mechanism of the humanist management improvement countermeasures. The demand above oriented to develop targeted incentives, to solve the problem of shortage of grassroots police incentive mechanism, arouse the enthusiasm of grassroots police work, improve the work efficiency has significant result.
