The Study On Multi-dimensional Governance Pattern In Chinese Urban Community

With the deepening of reform and opening up, the social structure and system of Chinese urban city comes across great changes. The original unit-running society management pattern, which once enjoyed dominating status under planned economy system, is getting loose and finally collapsed. Tremendous public management and social service functions, which used to be committed to government agencies, enterprises and other institutions, has undergone the process of continuous differentiation of decomposition. As the basic social members, citizens get rid of individual attachment to their former unit, and realize the identity transition from unit person to social person. In this process, community undertakes social management and service functions which are stripped down from units, and becomes people’s basic living space due to its regional characteristics of social gathering. The urban society’s basic management pattern also transforms into the modern community management mode.In recent years, with the speeding-up of urbanization, China’s society social structure undergoes profound changes correspondingly. Immigration population continues to increase. Differentiation among social group stratum is even more obvious. The material and cultural needs of urban residents shows diverse characteristics. Various kinds of main bodies, such as social organizations, regional institutions, property companies and local residents, get more frequently and extensively involved in community management. All these factors add up to the hitherto unknown complex situation of social management and innovation. How to further improve the relationship among government, market and community, how to push forward transformation of government functions, development of social intermediary organizations and regression to community autonomy, become the universal interests and common concerns to government agencies, research institutions and great public. In this paper, by making use of theoretical tools including Governance Theory, New Public Management Theory. Multi-center Theory and Cooperative Game Theory, the author carries out general review on development history of Chinese community governance, makes comparative analysis among six typical domestic modes. On this basis, the paper summarizes common problems and obstacles in the current urban community management process, such as the comparative lack of multi-dimentional governance, imperfect interaction among main bodies, low degree of community autonomy, insufficiency of social participation and so on. Afterwards, Laoshan District of Qingdao city is selected as the study case. Through the concrete descriptions on its governance main bodies and operation pattern, the author summarizes Laoshan’s main innovation points, existing problems and the background reasons. Taking this as a starting point, in-depth study is done to analyze and the ideal role and correct function of governance main bodies. The research also aims to build up a scientific operational mode of improving coordination relationship between multiple main bodies, so as to make true realization of the construction of harmonious new community.
