Along with the globalization, all countries are faced with risk society which involves corruption. As a result, how to guard against corruption becomes an important issue all over the world. Being at the key stage of reform, China also faces all kinds of problems, and one of them is corruption. This problem is becoming severer and severer. Therefore, the Chinese government begins to solve this problem by adopting a different approach. The focus is changed from punishment to prevention. There are several principles for anti-corruption, such as “combining punishment with prevention with the latter as the emphasis” and “preventing corruption scientifically and effectively by strengthening institutional construction and innovation”. Thus, to try new methods in anti-corruption is necessary in China.Against this background, both scholars and government staff have turned to early warning management for risks in solving the problem of corruption, forming an idea of corruption risk warning. This paper summarizes the status quo of and problems in the implementation of early warning mechanism for corruption risk. On this basis, it draws the conclusion that the essence of the problem is the unreasonable and nonstandard mechanism. Effectiveness is based on standardized system and specific operating procedure which can be constructed by grasping the laws governing the anti-corruption work. Therefore, this paper mainly explores how to improve the early warning mechanism for corruption risk from the perspective of mechanism construction.The corruption risk warning mechanism can be constructed at three basic levels, namely, laws, regulations and operating procedures. To be more specific, firstly, it is necessary to grasp the laws governing the emergence, identification, and warning of corruption risk. Then risk points recognition system, standards for assessing and grading risks, and warning system should be constructed; secondly, the work plan of this mechanism and the evaluation system and database are to be worked out; thirdly, the implementation comprises five stages, namely information gathering, risk identification, risk analysis and evaluation, risk warning, and feedback. In addition, the research is done from the perspectives of reasonability, applicability and effectiveness. The purpose is to explore a new theoretical perspective for improving the early warning mechanism of corruption risk and to promote the modernization of the Chinese anti-corruption work.
