Research Of Legal System Of Early Warning Of Food Safety Risk

Food security has become a focal point by all the sectors of society. It would not onlyaffect the physical health of citizens as well as life, impacting citizen happiness index but alsoobstruct social stability and economical development with healthy and orderly way. Foodsecurity is a problem which all the countries in the world have to deal with. Frequent eventsconcerning food security force supervisors to shift their focus on prevention in advanceinstead of remedy afterwards so as to reduce frequency about food security events, alleviatingsocial harm caused by it. Risk warning system of food security emerges as the time requires.Relative law system of food security and operation mechanism have been basically formed.However, food security events are in China still happening. The author assume that they aretightly connected with situation where risk warning system of food security and law makinglag behind. Therefore, it is necessary to do some research and improvement on risk warningsystem of food security and relative laws.First of all, this paper defines some relative concepts about risk warning system of foodsecurity, making it clear what risk warning of food security is. Besides, the paper putsemphasis on the necessity of formation about the law of risk warning system of food security.Then this paper would analyze its theoretical basis by means of the theory of stateintervention, economical theory and the theory of system analysis as well as the theory of riskanalysis that international institutes tend to use about risk warning system. It confirms to riskwarning system from the point of theory. what is more, based on the current situation of riskwarning system of food security and operation system in China, this paper claims that thereare some problems such as insufficient law evidences, immature law system on the operationstage of warning system, flaws of supervision system, un-development of social participation,flaws of social responsibility undertaking etc. In the end, drawn on the risk managementsystem of American food security and the rapid alert system of EU food and forage, somesuggestions are proposed: to enhance legal basis of risk warning system of food security, toimprove risk warning supervision system of food security, strengthen participation mechanism of risk warning of food security and make responsibility mechanism of riskwarning of food security strict.
