Reserch On The Construction Of Public Service Citizn Card System In PZH City

With the rapid growth of modern service industry and social investment, the construction of public service system is becoming an important component of the government investment income. Meanwhile, the public service is growing and widening dramatically for the requirements of urbanization. Through the research and survey, this paper starts from the innovation of PZH citizen card service system and then compares the present government public service system with the past one. Finally, the author proposes the innovative ideas for public service development.Citizen card is the real-name based IC card system with personally identifiable information, which is issued by the government to the public and used for personal affairs and government services. It combines the government’s public services, utilities services, business services and financial services together. According to the statistics, some prefecture-level cities’ governments issued more than 10 kinds of different cards including the social security cards, housing fund cards, bus cards and etc. And many more cards will be issued to cover the culture education, civil administration, family planning, business service and financial service in the future. The issuing of these cards increased the government’s public management costs and work complexity, as well as the use difficulty for the citizen. Therefore, this paper expects to complete the study on PZH citizen card service system. The author builds new solutions by scientific and careful design based on extensive research. He proposed innovative planning suggestion and demonstrated the promotional value preliminarily for modern service industry study through service-oriented architecture (SOA) and basic theory study. Besides, this paper provides a reference for promoting the citizen card in Second and Third Tier Cities with great significance.In this paper, combined with the years of working experience in government of the author and the study of modern public services, a solution is proposed for PZH government to management the citizen card to the resident. PZH government sets up modern public service system and resident’s personal information exchange system. This thesis provides a new model of operation for PZH citizen card management.
