Therefore, it is imperative to build the Chongqing construction of the unified civil service system, to improve the service channel,uneven situation, optimizing service content scattered, general complex effect, change the service application, led by government departments striping construction, improve the service mode is single, passive service mode, the actual situation to reduce citizens access to public services when facing hard work, errands much, then improve satisfaction the whole citizens to public service.Research along with interviews, visitations and questionnaires conducted by the Chongqing Municipal Government and their public service organizations uncovered a lack of basic information networking which resulted in the unnecessary losses or duplication of information and data within the system. It also uncovered a systemic apathy towards the ultimate delivery of service or services to the general public. At the same time, according to the problems of summarizing the process of construction in Chongqing city civil service system, we have put forward to the measures and suggestions for the construction of the civil public service system, proposed the seven measures included:improve the civil service policy and theory, covering the unified construction linkage in the line of "citizen", provides the citizen centric service products through multiple channels, the civil service, build fusion uniform citizen the converged service platform, flexible civil service experience, build civil service to guarantee a sustainable development mechanism.
