Battlefield command and control system is the command and control center of modern information warfare and the key to win a high-tech war which combines the new high-tech equipment, advanced technology and complex electromagnetic environment. In a rapidly changing battlefield situation, the ability to obtain the first time battlefield intelligence, especially the integrated geographic information and the overall battlefield intelligence is an important factor in relation to winning the war. Thus, in modern society where computer and Internet both enjoy a rapid development, the research and development of a command and control system that are designed for any single soldier on the battlefield, will help to gain the upper hand. This system can not only provide a comprehensive battlefield auxiliary information for decision-makers, but can also help build a more effective fighting force combat system to realize coordination in real-time command and control. The concept of modern battlefield command and control that is refined from this system can play an important role in developing the information technology for the military forces, improving the operational command mode of battlefield coordination, as well as promoting the development of military geographic information systems.This article targets the research on design and implementation of battlefield command and control system.In consideration of the requirements of command and control system in the new age, the article puts forward the universal battlefield command and control system design ideas and solutions, after studying the actual requirement of troops fighting drills and researching the shortcomings of the traditional geographic information system and communication in battlefield command system.The universal battlefield command and control systems studied and designed in this paper, mainly relies on smart phones as a platform, uses WebGIS, MobileGIS and other current mainstream technology as a system developing method, acquires images through smart phones HD camera and transmit data via mature wireless network technology. This paper describes the system implementation process in detail from three aspects, WebGIS end, MobileGIS end and communication module.Finally, through simulating a military exercise with emulation data, the availability and stability of the system are tested comprehensively. The test results show that the command and control system of this new carrier has certain advantages and advancement, with respect to the traditional command and control system.Along with the perfection of our country fixed wireless networks and mobile wireless networks technologies, the universal battlefield command and control systems based on WebGIS and MobileGIS will be on the stage of the military command and control and emergency command and control systems. The system can be put into use immediately in the emergency rescue and command action with the help of vehicle and fixed wireless base station. Through the exploration and study of the command and control system software, the thoughts of the design and relevant processing technologies will benefit the development of the system, and also provide important reference for other related GIS researches.
