Development Of Accident Analysis And Police Dispatch Platform Of Jinan Traffic Police

The Jinan Traffic Police Accident Analysis and Police Dispatch Platform is an Intelligent Transportation System(ITS)that integrates traffic post situation and traffic accident information.The platform maps road information into map-coordinate-area by combining WebGIS technology,then monitoring traffic post status by tracking traffic police GPS position information.Finally makes the real-time traffic police distribution status and traffic accident locations visually displayed on map to assist traffic commander quickly locate and deal with traffic accident.In addition,the platform designs a road congestion detection method based on surveillance video for intersection scenes to assist manual detection,thereby improving the overall congestion detection effect.This paper first introduces the research background and significance,as well as the research status of ITS and road congestion detection methods.Then expounds requirements analysis by functional requirements and non-functional requirements for the traffic command application scenario.According to requirements analysis,this research divides system struct into four layers: User Interface layer,Intermediate Service layer,Interface Specification layer and Data Support layer.And divides system function into four parts: Traffic Post Dispatch,Traffic Accident Status,Traffic Data Analysis and System Maintenance.And designs the corresponding services,interfaces and databases structures for various functions.Next,the paper introduces the related algorithms and specific implementation methods used in the road congestion detection and carried out related experiments and analysis on the proposed detection method.Finally,the system implementation and testing chapter demonstrates the user interface and introduces implementation methods of each function models,and makes corresponding functional testing of the platform.The system simplifies the cumbersome traffic dispatch process,connects the complex traffic system to a unified platform,shortens the traffic information transmission level,let traffic commander grasp real-time traffic post status and traffic accident status directly.Using statistical analysis of historical traffic information data to obtain accident-prone locations and suspicious vehicle traffic behavior,proves traffic commander targeted police dispatch advices.Using the existing traffic monitoring videos detecting traffic road state to assist manual detection,which improves the congestion detection efficiency and plays a certain role in promoting intelligent transportation.
