E-government Information Resources Sharing Research Based On Cloud Computing

Under the development trend of informationization in the world, the government promotes e-government as the important content of national informatization construction, which is the important measures for promoting the modernization of national management system and management ability, and is to improve social management and e-government service innovation. With the advancement and perfection of government informatization construction, the government has achieved fruitful results in the information infrastructure construction, the government portal website construction and the government office automation and so on, has got into the new stage to comprehensively promotion and deepens the application. But due to the lack of top-level design, different level of the government and departments have different construction standards in infrastructure, database and information system, which make information system that across hierarchy and departments cannot interconnect, government information resources cannot be shared, the business can’t effectively coordinate. This situation seriously departs from the purpose of the e-government construction in China. Therefore, it should integrate and share the existing resources to improve service level and efficiency of e-government. But fully duplication of development and construction not only invest huge, and to cause a large number of idle resources, this does not accord with low carbon development of economic which the government encourages.Under the urge of technology and policy, the whole solution of cloud computing gradually improve, and running cases are growing, the effect of cloud application in government appeared gradually, which provide important strategic opportunities for breakthrough innovation and spanning development of electron government in our country. This paper takes e-government information resources and the concepts of cloud computing as the breakthrough point, combined with the theory of economics, analyses the theoretical basis, feasibility and necessity of government information resources co-construction and sharing that based on cloud computing, and summarizes the present situation and challenges of the traditional government information resources co-construction and sharing to show the advantage of applying cloud computing. It also establishes e-government information resources co-construction and sharing model, and takes the empirical analysis in the actual project. Finally, it puts forward policy recommendations to speed up the optimization of e-government information resources co-construction and sharing mechanism, which has important guiding significance for innovating the government information resources management mode, promoting the sustainable development of e-government, and improving ability of modern government management.
